Budget and Integrated Development Plan 2005/06
Council approved the 2005/06 Budget and Integrated Development Plan (IDP) on 27 August 2004. The IDP links the physical, social, institutional and economic components of planning and development with a management and implementation structure. The IDP comprises of four phases namely: Agenda Setting, Business Planning and Budgeting, Outreach Programme and Tabling and Approval.
Council Speaker Councillor Nandi Mayathula-Khoza said, "Sections 28 and 29 of the Municipal Systems Act 32 of 2000 and the Municipal Finance Management Act 56 of 2003 require municipalities to consult stakeholders on future budget and IDP processes".
The City of Joburg does this through its Outreach Programme whereby ratepayers, business, community based organizations (CB)), labour and non-governmental organizations (NGO) can participate in the development of the City.
The objectives of the IDP Outreach Programme are to:
- To raise public awareness and increase participation in the process
- To discuss and seek comments from stakeholders on the 2005/06 IDP
- To get input from stakeholders on the 2005/06 IDP
- To provide feedback to stakeholders once final decision s have been made by Council
City Manager Pascal Moloi said," The Outreach Programme is a platform for consultation on a number of inter-related issues that include, the City's strategic direction and priorities, capital and operating budget, spatial development framework and tariffs for rates and service charges".
According to him, " During the months of October and November 2004, numerous meetings will be held throughout the City to allow residents to participate and express their needs as well as share their vision of the way they want to see Joburg, the City that they live, work and play in".
He further said that residents should take the opportunity to attend these meetings and make meaningful inputs.
The Outreach Programme will commence with Ward meetings in each of the City's 109 Wards followed by regional meetings in each of the 11 administrative Regions as well as business, NGO, CBO and labour meetings. The programme then culminates with the hosting of the Joburg Stakeholders Forum when the consultation process is concluded.
Programme details are as follows:
- Ward meetings: 29 October - 27 November 2004
- Regional meetings: 3 November - 27 November 2004
- Business forum: 18 November 2004
- NGO, CBO and Labour forum: 18 November 2004
- Women's forum: 20 November 2004
