PUBLIC HEARINGS FOR DELIMITATION OF WARDS FOR THE 2005/2006 LOCAL ELECTIONS
The City of Johannesburg is inviting interested individuals, organisations or institutions to attend public hearings of the Demarcation Board on ward boundaries at the Johannesburg Metropolitan's Metro Centre tomorrow Wednesday and Thursday October 28-29, 2004, at the Mayoral reception room (ground floor) 158 Loveday Street from 10am.
The hearings will be chaired by officials of the Municipal Demarcation Board supported by a Delimitation Committee comprising of Geographical Information Services (GIS) or Research staff member of the Board, representatives of the national and provincial Department of Provincial and Local Government. A representative of the Electoral Commission (IEC) will also attend as an observer.
As mentioned in previous circularised messages of the Board, only the second set of ward boundaries (blue colour) will be discussed at public hearings.
During the public hearings, a slide show of ward boundaries (set 2) and public comments will be presented. Written comments will be considered and ward boundaries, where necessary, be reviewed.
If no unforeseen delays occur, the third set of ward boundaries will be finalised, gazetted for objections and handed to the IEC for the electoral process during the period January to April 2005.
The hearings are in line with the country's section 41 of the Constitution stipulating, among others issues, that all spheres of government and organs of state must provide effective, transparent, accountable and coherent government in mutual trust and good faith by fostering friendly relations; informing and consulting one another on matters of common interest.
The Board would also welcome written comments on ward set 2 (blue colour) before 30 November 2004 and these inputs would be considered when the third set of ward boundaries are gazetted for objections early next year. Written comments should be addressed and forwarded to:
