New City's by-laws to be operational
The new by-laws of the City of Johannesburg will be published in the Gauteng Provincial Gazette on Friday 21 May 2004.
The gazette will constitute the promulgation of the twelve revised by-laws and the date on which the new by-laws will come into operation. This will go a long way in assisting the City's law enforcement units to effectively prosecute infringements.
The by-laws cover various local government issues such as public roads and other related issues, parking grounds, public open spaces, street trading, public health, cemeteries and crematoria, emergency services, culture and recreation services, and encroachment on property.
In drafting these by-laws, views of citizens raised during an extensive public participation process, were taken into account. The process encouraged participation by various stakeholders including political parties and several interest groups.
Furthermore, a process of establishing a municipal court to effectively and expediently deal with all cases of by-law infringement is at an advance stage and is expected to open within the next two months.
