City dismisses DA report card as laughable
The City of Johannesburg performance report card for 2002 issued by the Democratic Alliance today did not come as a surprise and like the one made before it, remains inconsequential with neither insight nor substance.
Since last year, the opposition makes these whimsical reports cards and we are yet to hear the scientific methodology employed in these assessments of the City by the DA. However, they remain consistent in character ? they are always subjective, divisive, personality driven and fail to recognise the collective nature of governance and leadership in the City of Johannesburg.
Like the previous year, this year's report card will have no impact on the City's drive to improve service delivery and better the life of residents. We measure ourselves rather on the ability to deliver a better life to our citizens; and not, as the DA would have us do, by the levels of tolerance for DA councillors.
Developmental municipalities as is the case with the City of Johannesburg work with local communities to find sustainable ways to meet the community's needs and improve their quality of life.
In line with this principle, last year, the City of Johannesburg developed a long-term strategy with a 30-year horizon, known as Joburg 2030. This vision, policy and strategy guide all council's strategic decisions, resource allocation and operational management activities.
In order to meet the objectives of Joburg 2030, the City has adopted a balanced scorecard that is a strategic measurement framework and provides the basis for implementing strategy, translating the strategy into operational actions. A medium term implementation plan translated into budget and integrated development plan is in place. For these programmes and plans the City has developed a performance management system that runs from July to July that serves as an objective, scientific and reliable basis for measuring results.
