                            By Law on Loitering


The City of Johannesburg is currently in the process of drafting and
tabling of new Municipal by-laws. The list and schedule of the new by-laws
will be made public before the end of July 2002. The Mayoral Committee will
consider the first report (regarding municipal by-laws) on the 18
(superscript: th) of July 2002.


Recent  allegations  that  Council  or  a  Councillor  instructed the South
African Police Services to arrest loitering youngsters have come as a shock
to  us.  At  no  point did Council instruct the police to arrest people for
loitering. We have no intention to do so.


The  Executive  Mayor  is  keen  to  establish  who  and why the youth were
arrested.  We will talk to the South African Police Services to gather more
information.  The  allegation made about the involvement of a DA Councillor
in  Eldorado  Park,  Councillor Beverly Abrahams, will also be examined. We
will also seek clarity from the DA leader Mr. Mike Moriaty on this matter.
