Masondo
plans bumper budget

The Joburg budget this year is set to beat even last year's record-breaker in a bid "to improve quality of life in this city of ours".

May 22, 2006

By Anish Abraham

FOLLOWING lengthy and thorough consultation and participation processes with all stakeholders over the past few months, Executive Mayor Amos Masondo will announce the City's budget on Wednesday, 24 May, at the Council Chambers in Braamfontein.

And this year's budget is expected to be even larger than the record-breaking R18,9-billion budget presented by Masondo for the 2005-6 financial year.

In the new budget, the City has set itself a number of priorities, including economic growth and job creation; health and community development; housing and services; a safe, clean and green city; a well-managed and governed city; and dealing with HIV/Aids.

The City's annual budget is the product of those comprehensive procedures, which culminated in Joburg's first ever Growth and Development Summit, held at the Nasrec Exposition Centre on 12 May.

Parks Tau, the member of the mayoral committee responsible for finance and economic development, said, "It is now time to tell people what new projects and programmes are planned to improve quality of life in this city of ours."

As a financial planning tool, the budget can be used to illustrate what the City plans to do, how much it will cost and how the City will source the funding for carrying out its plans.

"The tabling of a budget clearly indicates that there is a spending plan against which the City can be measured in terms of service delivery."

The City, Tau said, had successfully spent 95 percent of its capital expenditure budget of R2,8-billion for 2005-6 on various projects and initiatives.

Tau added that 75 percent of the City's income was derived from the payment of rates and services and was ploughed back into the City in the form of subsidies, a social package, libraries, clinics, roads and metro policing.
