Political parties have been urged to remove their campaign posters from city streets. They will be charged for each poster that the council has to take down.

THE City of Johannesburg has asked the political parties that participated in the 1 March local government elections to remove their campaign posters from streetlights, trees, walls and fences, in accordance with the City's outdoor advertising by-laws.

On 26 August 2005 the City council sent a letter to the Independent Electoral Commission and all political parties, informing them of the conditions regarding putting up campaign posters.

"They gave us the exact locality and the number of posters," says the Metro's communications officer, Virgil James. "This makes it easier for us to find the posters."

The request is also part of the council's Keep the City Clean campaign. Removing the posters cuts down on litter from paper and cardboard.

According to the by-laws, any posters put up in the city need to be authorised for a specific time period, James says. Political parties are then given 14 working days after the election to remove the posters.

"We would really start looking at this seriously this coming Friday." If parties have not removed their posters after the specified period, it will be regarded as transgressing the City's by-laws and council workers will confiscate the posters.

In addition, the parties will be fined R100 for every unmounted poster, R500 for every mounted poster and R1 000 for every fly poster not removed by the party. These charges will apply for posters removed by the council on week days.

If they are removed on Saturday, 50 percent of the normal fine will be added to the initial penalty. On Sundays an additional 100 percent of the fine will be charged.

"We count the total and charge the parties. Within 30 days they should pay," James says.

Legal action will be taken against those parties that have not paid within that period. "We are expecting political parties to co-operate so that we do not have to resort to this."
