City managers and their senior management staff will have to sign comprehensive agreements with the municipalities, which will see their performances "uniformly directed and monitored".
The Municipal Performance Regulations for municipal managers and managers reporting directly to municipal managers (Section 57 Employees) was published by the Ministry of Provincial and Local Government on 1 August in the Government Gazette.
These regulations set out how the performance of municipal managers will be uniformly directed and monitored, according to a media statement from the ministry.
The regulations address:
- job descriptions, which outline the main accountabilities and job requirements;
- employment contracts, setting out the terms of employment including regulating performance bonuses; and
- performance agreements, which highlights what city councils can and should expect from their senior managers.
"We hope that by closely matching the performance targets of municipal managers to the municipal Integrated Development Plans, there will be an improvement in the way our cities and towns are managed," the statement said.
