Opposition happy
with the budget

THUMBS up - that's the verdict from the Democratic Alliance (DA), the major opposition party in the council, to the City's budget.

Executive Mayor Councillor Amos Masondo delivered his budget of R18,9-billion - the biggest municipal budget in the country - at the council chambers earlier today. It is made up of a capital budget of R2,8-billion and an operational budget of R16,1-billion.

Victor Penning, the DA councillor for Ward 66, said the budget was not perfect but it would provide the basic needs.

"We fully support the budget, but we have problems about the management of the budget. Councillors should always remember that they are working for the City not for themselves.

"Management and accountability of senior officials ... is crucial," he said.

"We are very happy about the capital budget and we hope that it will address the old electricity infrastructure problem that we have in our city. The City is moving to the right direction, I can say we are getting there slowly.

By the 2010 World Cup, Joburg would no longer experience power outages as it did at present. "They are going to be there but they won't be as high as they are right now," Penning said.

He was pleased with the allocation of about R1,4-billion over the next four years towards 2010 World Cup projects.

"The Ellis Park precinct is being developed and we are going to see a lot more development projects for the [soccer] world cup. The only problem is that people are very slow when it comes to these projects. The plans are there but nothing is done yet and we only have four years left before the actual event and we have a good budget."

Overall the DA was very happy with the budget, Penning said on behalf of his party, adding that there would be a better one in the coming years.
