A NUMBER of senior managers in the municipality have received merit increases and bonuses, after an annual performance review.

THE annual review of the performance of senior managers in the City for the 2003/4 financial-year has run its course and, depending on their scores, high-ranking city managers have received the following merit increases and performance bonuses:

Pascal Moloi, City Manager, has received an eight percent increase on his total cost to employer package of R869, 052, increasing his package to R938, 576. The panel also recommended that Moloi get a performance bonus of R60, 837. These figures are before tax.

Roland Hunter, Executive Director of Finance and Economic Development, received an increase of 10.5% from R830, 712 to R917, 937. Hunter qualified for a bonus of R110, 485.

Sibongile Mazibuko, Chief Operations Officer, received a 10.5% increase on her total cost to employer package of R796, 205, bringing her package to R879, 807. Mazibuko also qualified for a R159, 241 bonus.

Reuben Denge, Executive Director of Corporate Services, received a 10,5% raise, which increases his package from R702, 909 per annum to R776, 715. Based on his performance, Denge also received a bonus of R140, 582.00.

Amanda Nair, Executive Director of Development Planning, Transportation and the Environment, was given a 10.5% merit increase on her total cost to employer package of R708, 320, bringing her new total package to R782, 694. Nair also qualified for a bonus of R94, 207.

Chris Ngcobo, Chief of the Johannesburg Metropolitan Police Department, had 8% added to his annual package of R762, 297, bringing his new total annual package to R823, 281. Ngcobo's bonus came to R53, 361.

Nolene Morris, Director of the City's Shareholder Unit, received a 10.5% increase on her total cost to employer package of R565, 000.00, increasing her total annual package to R624, 325.00. Morris's bonus came to R75, 145.

Prem Govender, Director of the Contract Management Unit, was given an increase of 10.5% on his total cost to employer package of R750, 000, bringing his new package to R828, 750. Based on his performance, Govender also received a R150, 000 bonus.

Refik Bismila, Director of Health, was given a 10.5% merit increase on his total cost to employer package of R677, 349, bringing his total annual package to R748, 471. Bismila's bonus is R135, 470.

Yakoob Makda, Regional Director of the Inner City, received a 10.5% increase on his total cost to employer package of R704, 321, increasing his package to R778, 275. Makda qualified for a bonus of R140, 864.

All the increases have been backdated to 1 July 2004.

The performances of four directors who were only appointed during the course of the year were not reviewed. The four are: Uhuru Nene, Executive Director of Housing, Graeme Bloch, Director of Social Development, Audrey Gule, Director of Emergency Management Services and Steven Sack, Director of Arts, Culture and Heritage.

How performance of senior managers is assessed
The performance of senior managers in the City of Johannesburg is reviewed annually against key performance indicators by a panel of experts as prescribed by the Municipal Systems Act of 2000.

In 2001, the City put in place a comprehensive Performance Management System, underpinned by a Performance Management Policy which informs the implementation of management reviews. The policy provides the framework and spells out procedures for reviewing the performance of senior managers in the City.

The City has now set up a Performance Management and Remuneration Panel to appraise the performance of the City Manager and the senior managers who report directly to him. The panel's brief includes determining the salary scales for senior managers of the City of Johannesburg. It is chaired by the Executive Mayor and includes members of the Mayoral Committee. Other members of the Panel are:

  • Dr Ralph Mgijima (Member of the Public Service Commission)
  • Seadimo Chaba (Until recently with the Provincial Public Works Department and recipient of the Boss of the Year Award)
  • Zwelibanzi Mntambo (Former DG of the Gauteng Province and now with the CCMA)
  • Vusi Khanyile (CEO of Thebe Investments)
  • Prof. Patrick Fitzgerald (Director of the School of Public Administration at the University of the Witwatersrand, and acting head of the Business School)
The panel reviews the performance of managers against performance indicators agreed to beforehand. City Manager, Pascal Moloi, says the indicators "encompass inputs, outputs and outcomes and enable the measurement of strategic, developmental priorities and objectives and set targets in relation to these indicators". These indicators are reviewed, refined and changed annually, he adds.

The scores received by the managers on their performance are used to determine their merit increases and their bonuses for the year under review.
